They are broken hearts and money symbols.
When I first saw it, I couldn't tell if it said American Legion at the top or American Lesion. If American Lesion, that has added meaning in light of the 43 + million Americans without health coverage and the many other millions who are undercovered. Maybe this flag has something to say about such lesions in the healthcare system.
The album is called American Lesion.
That's an interesting view on the flag. I'm not sure that that is what was meant though. The album was released in November 1997 and I am unsure of the statistics of the nation at that time. Graffin made this album after his divorce and he also altered the tempo of the song "Cease" to this album from the faster, harder version that Bad Religion produced earlier.
